The S&P 500 dipped 1.6%. The benchmark is now down more than 10% from its intraday high. The Nasdaq Composite declined 2.1%.</p><p>The Monday action followed a brutal week on Wall Street in the face of mixed company earnings and worries about rising interest rates. The S&P 500 closed last week below its 200-day moving average, a key technical level, for the first time since June 2020. The blue-chip Dow posted its worst week since October 2020. The tech-heavy Nasdaq Composite notched its fourth straight weekly loss, falling deeper into correction territory.</p><p>The fourth-quarter earnings season has been a mixed bag. While more than 74% of S&P 500 companies that have reported results have topped Wall Street estimates, a couple of key firms let down investors last week, including Goldman Sachs and Netflix.</p><p>“What had initially been a stimulus withdrawal-driven decline morphed last week to include earnings jitters,” Adam Crisafulli, founder of Vital Knowledge, said in a note. “So investors are now worried not just about the multiple placed on earnings, but the EPS (earnings-per-share) forecasts themselves.”</p><p>Investors are anticipating a slew of high-stakes earnings reports from mega-cap tech companies this week, including Microsoft, Tesla and Apple. Tesla fell 4.6% and Apple lost 1.2% in the premarket ahead of the quarterly reports.</p><p>Peloton shares fell about 2% in premarket trading following news that activist investor Blackwells is calling for the interactive fitness company to fire CEO John Foley and to seek a buyer.</p><p>Another crucial market driver will be the Fed’s policy meeting, which wraps up on Wednesday. Investors are anxious to find out any signals on how much the central bank will raise interest rates this year and when it will start.</p><p>The Federal Open Market Committee, which sets interest rates, meets with expectations that it won’t act at this meeting but will tee up the first of multiple rate hikes starting in March. In addition, the Fed is expected to wrap up its monthly asset purchase program that same month.</p><p>At his post-meeting news conference, Chairman Jerome Powell also could signal when the Fed will start to unwind its mammoth balance sheet.</p><p>Goldman Sachs said over the weekend that it sees risks rising that the Fed could enact even more than the four quarter-percentage-point hikes that the market has priced in for this year, and might start running off the nearly $9 trillion in assets it is holding in July.</p><p>Bond yields have surged in the new year in anticipation of Fed rate hikes, which partly triggered the drastic sell-off in growth-oriented tech shares. While the 10-year Treasury yield finished last week lower around 1.76%, the benchmark rate has jumped about a quarter of a percentage point in 2022.</p><p>“The big story so far in 2022 has been the rapid move higher in interest rates, which is prompting investors to re-assess valuations for some of the most expensive segments of the market and rotate into value stocks,” said David Lefkowitz, head of equities Americas at UBS Global Wealth Management.</p><p>Meanwhile, investors are dumping riskier assets this year as they brace for the Fed to tighten monetary policy. Bitcoin dropped more than 8% over the weekend, wiping out nearly half of its value at its record high reached in November. It recently posted record car deliveries of 936,000 in 2021, up from a measly 30,000 in 2017. Revenue has followed suit. Trailing 12-month sales are up 448% in the last five years, as Tesla has scaled its manufacturing business around the globe. What's more, it has recently started to generate steady profits, putting up $4.45 billion in operating income over the last 12 months.</p><p>The company should do over $50 billion in sales in 2021, and analysts expect revenue to get close to $100 billion in 2023. So why is Tesla stock one to avoid in 2022? <a href=\"https://laohu8.com/S/TWOA.U\">Two</a> reasons: the difficulty of manufacturing and the expectations embedded in the stock.</p><h2>Manufacturing is a difficult business</h2><p>Bending steel is difficult. Building and selling cars is difficult, and it costs a lot of money. Tesla (a car manufacturer) is not immune to these costs, and they will make it difficult for the company to return cash to shareholders over the long term -- which is how you accrue value as an owner of the stock. For example, over the last 12 months, Tesla has spent $7.3 billion on capital expenditures, which is only slightly lower than the $9.9 billion it generated in cash flow from operations.</p><p>These numbers come out to a free cash flow of only $2.6 billion over the past 12 months. At a market cap of $1.05 trillion, that is a price-to-free-cash-flow (P/FCF) over 400. Even worse, Tesla has only generated this "free cash flow" because it has grown its accounts payable and accrued liabilities by $2.7 billion this year. This is money Tesla will have to pay to suppliers and employees eventually, making the $2.6 billion in cash it generated unavailable to return to shareholders.</p><p>You might ask: Won't capex decrease once Tesla is done expanding its business? This is not likely. <b>Toyota</b> (NYSE:TM), the largest car manufacturer in the world, spent almost $35 billion on capital expenditures over the last 12 months, and it is growing capacity at a much slower rate than Tesla. If Tesla starts delivering more than 10 million vehicles a year (as Toyota did in 2019), it will have a perpetual need for capital investment, which will limit the amount of true free cash flow available to pay out to shareholders.</p><h2>Expectations are much too high</h2><p>Given the difficult nature of an automotive manufacturing business, most of the sector's stocks trade at dirt-cheap earnings multiples. This will likely be true of Tesla at some point. Let's look at Toyota again as an example. The company, which did $281 billion in revenue over the past 12 months, generated $28.2 billion in net income. It has a market cap of $289 billion, or right around a price-to-earnings ratio of 10. It is so low because investors in the company understand that it will be difficult for excess cash to be paid out to them relative to its earning power.</p><p>On the other hand, Tesla sports a market cap of $1.056 trillion and has a trailing net income of $3.47 billion. Could Tesla get to $28.2 billion in annual net income someday? Maybe. But as investors, you should understand that with a market cap more than three times the size of Toyota's, this is <i>already priced into the stock</i>.</p><p>If you own Tesla right now, you should have a thesis on why it will be worth more than $1 trillion in the future, and likely $2 trillion a decade from now if you desire a decent compounded annual return. You might argue that Tesla is setting itself up to do that with autonomous driving, battery technology, and solar panels. However, these are all either small and capital-intensive businesses (solar and batteries) or speculative business plans with no line of sight to becoming commercially viable (autonomous driving). Will these segments help Tesla achieve positive returns over the next decade when it already has a market cap pricing in the dominance of the majority of the automotive sector?</p><p>Tesla's market cap is much too high relative to the opportunity set in front of it and its current financial profile. equities. That's because historically low lending rates and a rebounding U.S. and global economy bode well for the growth stocks that have led the market higher.</p>\n<p>But growth isn't the only category analysts believe will outperform. Small-cap stocks -- companies with market caps ranging from $300 million to as high as $2 billion -- were absolutely pummeled during the coronavirus crash and now appear set to thrive. Based on the highest Wall Street price target for each of the following small-cap stocks, implied upside ranging from 158% to as much as 329% may await.</p>\n<h2>Vaxart: Implied upside of 158%</h2>\n<p>The first tiny tot that Wall Street appears to be really excited about is clinical-stage biotech stock <b>Vaxart</b> (NASDAQ:VXRT). A little over a month ago, analyst Yasmeen Rahimi at Piper Sander placed an $18 price target and an overweight rating on Vaxart. Based on its $6.99 closing price on July 12, we're talking about roughly 158% in implied upside over the next year.</p>\n<p>For Rahimi, the selling point on Vaxart is the company's Vector-Adjuvant-Antigen Standardized Technology, or VAAST platform. This proprietary oral vaccine platform is deemed relatively low risk by Rahimi given the amount of clinical data readily available. Specifically, VAAST is designed to activate systemic and mucosal immunity in the nose, lungs, intestines, and mouth to help fight against airborne viruses, such as influenza and norovirus.</p>\n<p>But it's not norovirus that's put Vaxart on the map in 2021. That honor goes to VXA-CoV2-1, the company's clinical-stage coronavirus disease 2019 (COVID-19) candidate. Vaxart's experimental treatment is unique in that it's a pill, not an injection. A pill would likely result in higher vaccination rates, and it would certainly be easier from a distribution and administration standpoint.</p>\n<p>Back on May 3, Vaxart released data from its phase 1 study involving VXA-CoV2-1, which showed demonstrable CD8 T-cell responses. While it was able to generate relatively impressive immune responses, the company's pill didn't produce high levels of neutralizing antibodies in trial participants, which diverges from what we've seen following traditional COVID-19 injections.</p>\n<p>Though Vaxart may have a promising pathway to treat norovirus, it has a steep hill to climb if it's to become relevant in the COVID-19 treatment space. It's probably a bit early to pass judgment either way, but Rahimi's price target is potentially a bit too aggressive for a clinical-stage drug developer.</p>\n<h2>Columbia Care: Implied upside of 180%</h2>\n<p>Wall Street is also exceptionally bullish on the U.S. cannabis industry, with most multistate operators expected to fly. But one marijuana stock with particularly high upside, according to the high-water price target on Wall Street of more than $15 a share, is <b>Columbia Care</b> (OTC:CCHWF). If Wall Street's most aggressive price target comes to fruition, Columbia Care's shareholders could be reveling in a 180% gain over the coming 12 months.</p>\n<p>Columbia Care finds itself perfectly set up to take advantage of a rapidly growing cannabis market in the U.S. In total, 36 states have waved the green flag on medical weed, with half of those states legalizing consumption and/or adult-use sales. With Columbia Care primarily focused on serving medical pot customers for years, it was a pretty seamless transition to also servicing a larger pool of recreational weed clients.</p>\n<p>Although the company is generating healthy growth from its existing dispensaries -- 60% same-store sales growth in the first quarter from retail locations open in Q1 2020 -- its core strategy has involved making strategic acquisitions. Last month, the company closed a $240 million deal to acquire Green Leaf Medical, which added operational and in-development dispensaries in four states, as well as close to 400,000 square feet of cultivation and production capacity.</p>\n<p>Additionally, the purchase of The Green Solution in September 2020 stood out, as it allowed Columbia Care to gobble up Colorado's largest vertically integrated cannabis operator. Colorado sports the second-highest annual weed sales in the U.S., behind only California.</p>\n<p>The last thing to take note of is Columbia Care's focus on limited-license markets. States like Pennsylvania and Ohio cap the number of retail licenses they'll issue, as well as how many licenses a single business can hold. Meanwhile, Virginia assigns licenses by jurisdiction. The point is this: Columbia Care will be able to establish a presence in key markets without being overrun by competition.</p>\n<p>To be clear, I believe Columbia Care has a very bright future. However, expecting a 180% climb in 12 months might be a bit much.</p>\n<h2>Inovio Pharmaceuticals: Implied upside of 329%</h2>\n<p>But the crème de la crème of upside opportunity, at least on this list, belongs to clinical-stage biotech stock <b>Inovio Pharmaceuticals</b> (NASDAQ:INO). According to Oppenheimer analyst Hartaj Singh, Inovio has a price target of $35, implying that it'll more than quadruple in value over the next year.</p>\n<p>The bulk of Singh's thesis rests with INO-4800, the company's experimental COVID-19 vaccine candidate. Since Inovio's vaccines are DNA-based, Singh believes they can be modified easily to tackle new variants of the disease as they arise. Further, Singh points out that INO-4800 has a more stable shelf life than some of the more popular COVID-19 vaccines. For context, Inovio reported on May 10 that its mid-stage study involving INO-4800 was well-tolerated, with T cell immune responses observed in all age groups.</p>\n<p>Inovio also has a relatively large pipeline for a company with a sub-$2 billion market cap. It has nearly a dozen different DNA-based candidates in clinical trials at the moment to treat everything from infectious diseases to cancer. Generally speaking, the more swings a drug developer gets to take, the more likely they are to hit a home run.</p>\n<p>On the other hand, Inovio Pharmaceuticals has struck out swinging for more than four decades. This is to say that Inovio has yet to bring an approved product to market since its inception more than 40 years ago.</p>\n<p>What's more, INO-4800 wasn't exactly getting the red carpet treatment in the lucrative U.S. market. The U.S. Food and Drug Administration placed a partial clinical hold on Inovio's phase 2/3 trial to gather more info on INO-4800 and its delivery device, known as Cellectra. Small-cap stocks -- companies with market caps ranging from $300 million to as high as $2 billion -- were absolutely pummeled during the coronavirus crash and now appear set to thrive. Based on the highest Wall Street price target for each of the following small-cap stocks, implied upside ranging from 158% to as much as 329% may await.\nVaxart: Implied upside of 158%\nThe first tiny tot that Wall Street appears to be really excited about is clinical-stage biotech stock Vaxart (NASDAQ:VXRT). A little over a month ago, analyst Yasmeen Rahimi at Piper Sander placed an $18 price target and an overweight rating on Vaxart. Based on its $6.99 closing price on July 12, we're talking about roughly 158% in implied upside over the next year.\nFor Rahimi, the selling point on Vaxart is the company's Vector-Adjuvant-Antigen Standardized Technology, or VAAST platform. This proprietary oral vaccine platform is deemed relatively low risk by Rahimi given the amount of clinical data readily available. Specifically, VAAST is designed to activate systemic and mucosal immunity in the nose, lungs, intestines, and mouth to help fight against airborne viruses, such as influenza and norovirus.\nBut it's not norovirus that's put Vaxart on the map in 2021. That honor goes to VXA-CoV2-1, the company's clinical-stage coronavirus disease 2019 (COVID-19) candidate. Vaxart's experimental treatment is unique in that it's a pill, not an injection. A pill would likely result in higher vaccination rates, and it would certainly be easier from a distribution and administration standpoint.\nBack on May 3, Vaxart released data from its phase 1 study involving VXA-CoV2-1, which showed demonstrable CD8 T-cell responses. While it was able to generate relatively impressive immune responses, the company's pill didn't produce high levels of neutralizing antibodies in trial participants, which diverges from what we've seen following traditional COVID-19 injections.\nThough Vaxart may have a promising pathway to treat norovirus, it has a steep hill to climb if it's to become relevant in the COVID-19 treatment space. It's probably a bit early to pass judgment either way, but Rahimi's price target is potentially a bit too aggressive for a clinical-stage drug developer.\nColumbia Care: Implied upside of 180%\nWall Street is also exceptionally bullish on the U.S. cannabis industry, with most multistate operators expected to fly. But one marijuana stock with particularly high upside, according to the high-water price target on Wall Street of more than $15 a share, is Columbia Care (OTC:CCHWF). If Wall Street's most aggressive price target comes to fruition, Columbia Care's shareholders could be reveling in a 180% gain over the coming 12 months.\nColumbia Care finds itself perfectly set up to take advantage of a rapidly growing cannabis market in the U.S. In total, 36 states have waved the green flag on medical weed, with half of those states legalizing consumption and/or adult-use sales. With Columbia Care primarily focused on serving medical pot customers for years, it was a pretty seamless transition to also servicing a larger pool of recreational weed clients.\nAlthough the company is generating healthy growth from its existing dispensaries -- 60% same-store sales growth in the first quarter from retail locations open in Q1 2020 -- its core strategy has involved making strategic acquisitions. Last month, the company closed a $240 million deal to acquire Green Leaf Medical, which added operational and in-development dispensaries in four states, as well as close to 400,000 square feet of cultivation and production capacity.\nAdditionally, the purchase of The Green Solution in September 2020 stood out, as it allowed Columbia Care to gobble up Colorado's largest vertically integrated cannabis operator. Colorado sports the second-highest annual weed sales in the U.S., behind only California.\nThe last thing to take note of is Columbia Care's focus on limited-license markets. States like Pennsylvania and Ohio cap the number of retail licenses they'll issue, as well as how many licenses a single business can hold. Meanwhile, Virginia assigns licenses by jurisdiction. The point is this: Columbia Care will be able to establish a presence in key markets without being overrun by competition.\nTo be clear, I believe Columbia Care has a very bright future. According to Oppenheimer analyst Hartaj Singh, Inovio has a price target of $35, implying that it'll more than quadruple in value over the next year.\nThe bulk of Singh's thesis rests with INO-4800, the company's experimental COVID-19 vaccine candidate. Since Inovio's vaccines are DNA-based, Singh believes they can be modified easily to tackle new variants of the disease as they arise. Further, Singh points out that INO-4800 has a more stable shelf life than some of the more popular COVID-19 vaccines. For context, Inovio reported on May 10 that its mid-stage study involving INO-4800 was well-tolerated, with T cell immune responses observed in all age groups.\nInovio also has a relatively large pipeline for a company with a sub-$2 billion market cap. It has nearly a dozen different DNA-based candidates in clinical trials at the moment to treat everything from infectious diseases to cancer. He is, or seems to be, quiet, humble, indifferent to money, philanthropic and critical of the system that allowed him to rise. Years ago, a proposed tax increase was named after him.</p>\n<p>It’s easy for people to think: If only members of the Sackler family were more like Mr. Buffett, imagine how many lives would have been saved. If only the billionaires who haven’t signed the Giving Pledge would give away as much as Mr. Buffett has pledged to, imagine the impact on the world. If only more billionaires would make use of the system without feeling the need to pervert it, so many of our troubles would vanish.</p>\n<p>So I regret to inform you that Mr. Buffett is actually the most dangerous kind of billionaire we have. The worst billionaires are the Good Billionaires. The sort who make it seem like the problem is the distortion of the system when, in fact, the problem is the system.</p>\n<p>Actually malevolent and disastrously negligent plutocrats get most of the attention. And when we hear about these Bad Billionaire exploits, it is possible to conclude from them that the system needs better policing, updated regulations and maybe slightly higher taxes. The system needs to be made to work again.</p>\n<p>But as America slouches toward plutocracy, our problem isn’t the virtue level of billionaires. It’s a set of social arrangements that make it possible for anyone to gain and guard and keep so much wealth, even as millions of others lack for food, work, housing, health, connectivity, education, dignity and the occasion to pursue their happiness.</p>\n<p>There is no way to be a billionaire in America without taking advantage of a system predicated on cruelty, a system whose tax code and labor laws and regulatory apparatus prioritize your needs above most people’s. Even noted Good Billionaire Mr. Buffett has profited from Coca-Cola’s sugary drinks, Amazon’s union busting, Chevron’s oil drilling, Clayton Homes’s predatory loans and, as the country learned recently, the failure to tax billionaires on their wealth.</p>\n<p>The Good Billionaire myth took a hard blow in recent days when Mr. Buffett won a dubious distinction. A staggering exposé published by ProPublica revealed just how little the biggest plutocrats pay in taxes, despite mounting piles of wealth. And at the very top of that list of plutocrats — many of them with troubled reputations — was the cleanest, grandfatherliest plutocrat of them all: Mr. Buffett.</p>\n<p>ProPublica’s story was unusual in that, for once, it was the Good Billionaire at the top of the naughty list. This was helpful, because it served to indict the system that makes him possible, even when it is working perfectly, wholly lawfully.</p>\n<p>From 2014 to 2018, Mr. Buffett’s wealth soared by $24.3 billion, according to ProPublica. (To underline, this is just the amount the fortune grew.) The amount of taxes Mr. Buffett paid over this period? $23.7 million. If middle-class Americans in their 40s enjoyed such a low effective tax rate, they would have paid a few dozen bucks per household over this same time period. Instead, as the ProPublica story notes, they paid around $62,000.</p>\n<p>Imagine if Mr. Buffett had to pay the same fraction of the growth of his net worth that regular people do. Taxing that money could have helped pay for bridge repairs, mammograms, and free day care. More important — and this isn’t said enough — there is intrinsic value in shrinking gargantuan fortunes. The sway plutocrats have over public life is inconsistent with a one person, one vote democracy.</p>\n<p>The important point here is that Mr. Buffett’s tax payments as detailed by ProPublica are fully legal. Though Mr. Buffett has called for changing the tax system, while we have the one we have, he will continue to benefit from the madness of taxing billionaires for their income, rather than their wealth, when their income is pretty much just a number they can construct.</p>\n<p>I asked Mr. Buffett last week, via his longtime secretary, Debbie Bosanek, if he could think of even one tax or accounting practice that he has come to regret. Sure, he may have followed the letter of the law. But was there any aspect of his patriotism or humanity that left him feeling guilty for hoarding so much untaxed when regular people pay so much in taxes? Though Ms. Bosanek responded to an initial inquiry, she declined to offer any such examples.</p>\n<p>In a long statement last week, Mr. Buffett defended himself by pointing to his long advocacy for a fairer taxation system, and then he immediately told on himself by undermining the very idea of taxes in the same letter. “I believe the money will be of more use to society if disbursed philanthropically than if it is used to slightly reduce an ever-increasing U.S. debt.”</p>\n<p>In other words: I believe in higher income taxes on people like me, but I’m highly organized to avoid having income to report, and I don’t really believe in taxes because I think I should decide how these surplus resources are spent.</p>\n<p>And this points to another way in which the Good Billionaire is hard to deal with. The crooks and the scoundrels and the people manifestly looking for quick P.R. highs come to philanthropy for the marketing payoff. When Goldman Sachs announces a new initiative on fighting the racial wealth gap despite having done little to repair the damage it did to Black homeowners in contributing to the 2008 financial meltdown, some may be fooled, but, more and more, many are not.</p>\n<p>Supposed Good Billionaires like Mr. Buffett and his friend Bill Gates are more complicated because they give real money. They may benefit from marketing but also seem to many people to be motivated by more than that, and they apply their smarts to the work.</p>\n<p>Yet because of this, it is often the Good Billionaires who end up with the most illegitimate influence over public life. No one is asking members of the Sackler family for public health advice. But Mr. Gates has become a major policy voice on vaccines despite holding no elected position. Mr. Buffett, for his part, has shied away from that kind of lane hopping and richsplaining, but in donating his fortune to Mr. Gates’s foundation he has pumped up that undemocratic influence.</p>\n<p>Mr. Buffett is almost the perfectly made billionaire for this moment in which, at last, many Americans are beginning to question not only corruptions of the system but the matter of whether billionaires should exist at all. He doesn’t do the things the worst of them do. He isn’t in it for what they’re in it for. He clearly must care about money, but he also kind of doesn’t care about money. Even in his generosity, he has avoided the imperial lording over that others cannot resist.</p>\n<p>And this is what makes him so troubling, because through him we are tempted into believing that a system can be defended that allows a man to accumulate more than $100 billion while people are sleeping, in hock to him, in his mobile homes, shortening their lives with the beverages he’s invested in, scampering around the warehouses whose nonunion status has redounded to his money pile.</p>\n<p>It can’t.
