tg-height=\"303\"/></p><p><strong>01、经济史上的奇葩</strong></p><p>1971年的诺贝尔经济学奖得主库兹涅兹，曾说：<strong>世界上有4种国家，发达国家、发展中国家、日本和阿根廷。</strong></p><p>日本是个奇迹。</p><p>连续打了两次世界大战，却能迅速从废墟中崛起，成为最发达国家之一。</p><p>阿根廷也是个奇迹，不过是反向的。</p><p>不同于极度缺乏资源的日本，阿根廷可以说是开挂的存在。</p><p>甚至“阿根廷”这个词，就是白银的意思，自古被土著成为白银圣地。</p><p>土地面积大就算了，还都是好地方，河流密布、土地肥沃、水草丰茂、气候宜人。</p><p>所以从19世纪建国开始，他们就举全国之力投入农牧养殖业，被称为世界粮仓，是世界上最富有的4个国家之一。</p><p>上世纪，欧洲形容有钱人，就说：<strong>你富的像个阿根廷人。</strong></p><p>当时的欧洲移民，都在纠结去纽约好，还是去布宜诺斯艾利斯。</p><p>然而没过多久，选择阿根廷的人们，都后悔了。</p><p tg-height=\"184\"/></p><p><strong>更骚的是，贝隆还推出前无古人的社会福利政策。</strong></p><p>仅第一任期内，他就盖了50万套房子，送给低收入人群住。</p><p>他还大兴基建，医院、学校、图书馆各种造，努力给国民最好的生活条件。</p><p>当然，工资也必须涨。</p><p>只要俺当总统，包管乡亲们吃香的喝辣的，记得下一届还选咱啊！</p><p><strong>贝隆的这些做法，初衷虽然是好的，主打一个为国民着想。</strong></p><p><strong>但在经济下行期，你这样搞的后果，就是进一步拖垮国家财政。</strong></p><p>贝隆到底是拯救穷人的英雄，还是拖垮国家的罪人，至今在阿根廷都赞否两论。</p><p>比较难顶的是，贝隆的这种政见，对一个选票国家而言，那必然是非常受欢迎。</p><p><strong>后来有志于当总统的，同样拿这一套忽悠选民，为了填平巨额财政赤字，只有不断对外举债、对内超发货币。</strong></p><p><strong>搞得民不聊生后，国民再选个支持自由主义的总统上去。</strong></p><p><strong>新总统为了发展经济只能削减福利开支，立刻又引发民怨。</strong></p><p><strong>贝隆主义马上再度复活，保护主义把自由主义赶下台。</strong></p><p>如此循环往复……</p><p tg-height=\"509\"/></p><p>近半个多世纪，阿根廷政府更迭多达29次，甚至还出现过一个月连换5任总统的夸张剧情。</p><p>如此动荡中，甭管什么政策，都无法有长期连贯的发展空间。</p><p>阿根廷就这样不断在贝隆主义和自由主义间横跳，经济偶尔回光返照，但衰退的趋势却没啥变化。</p><p>唯一变化的，只有越来越多的债务。</p><p><strong>02、让阿根廷再次伟大</strong></p><p>提起阿根廷，球迷想到的是梅西。</p><p>经济学家想到的是通货膨胀。</p><p>政府支出长期超过收入，外债无限增加、货币无限超发，阿根廷的通胀直接爆炸，汇率一贬再贬。</p><p>最严重的是1982年，在输掉与英国的马岛战争后，通胀率甚至一度高达20000%，钱还不如纸值钱。</p><p>1969-1991年，阿根廷换了好几次货币，面值删去了13个0。</p><p>换上新货币后，好不容易稍微稳了下，通胀一度降到0，形势一片大好。</p><p>没想到自由派政府又放开了外汇管制，比索直接挂钩美元。</p><p>这不是找死吗……</p><p tg-height=\"527\"/></p><p>阿根廷比索</p><p>90年代，美元一升一降，华尔街收割了整个拉丁美洲，阿根廷也跟着送了。</p><p>1993年，美国与西欧资本控制的企业达到全国企业总资本的34%。</p><p>2000年，这一比例升至80%，阿根廷丧失所有的大型民族企业，绝大多数国企员工下岗。</p><p>难受的是，阿根廷出售国有企业获得了300亿元的收入，政府外债却猛增了1200多亿美元。</p><p>官僚阶层依附于国外金融与工业寡头，贪污横行，腐败泛滥，社会财富丧失殆尽。</p><p class=\"t-img-caption\"><img src=\"https://static.tigerbbs.com/f87e9a11f43e77e30aa44fa31f6d32f2\" title=\"\" tg-width=\"862\" tg-height=\"514\"/></p><p>2001年，阿根廷最大的10家银行中，8家被花旗银行、纽约银行、波士顿银行等<a href=\"https://laohu8.com/S/BAC\">美国银行</a>控股。</p><p>国家立刻陷入债务违约，欠下投资者950亿美元债务。</p><p>2002年，社会贫困人口比重上升至57%，有数百名儿童饿死。</p><p>2009年4月，阿根廷中央银行董事接受中国记者访问，无奈地哀叹道：<strong>中国能从阿根廷学到的，就是不要学阿根廷。</strong></p><p>现实的社会问题，逼迫政府职能继续曾经的操作。</p><p>1990-2022年，阿根廷M2总额从8.66亿比索增长至134万亿。</p><p>同时，2015年至今，阿根廷一直在大幅度加息，试图用掩耳盗铃的手法麻痹自己。</p><p>但无法改变事实。</p><p>截至2022年底，<strong>阿根廷的外债总额已高达2700亿美元，占比GDP超过50%，而外汇储备仅有350亿美元。</strong></p><p>通胀再次失控，来到142.7%。</p><p tg-height=\"504\"/></p><p>正如米莱所说的，<strong>通货膨胀税给民众带来极大的痛苦，给市场造成极大的困扰。</strong></p><p>最主要的，就是导致贫富差距越来越大。</p><p>不同人群的财富和收入受到通货膨胀的影响程度不同。购买力相对较低的固定收入人群会受到更大的影响，而拥有实物资产的人则可能从通货膨胀中受益。</p><p>根据阿根廷国家统计数据，<strong>社会的基本月薪为4.55万比索，约合2300元人民币。而一个四口之家每月的口粮就要花掉11万比索，差不多是基本月薪的两倍多。</strong></p><p><strong>阿根廷的高通胀已经不是什么购买力下降、货币贬值的经济问题，而是底层人民迎战饥饿的巨大安全隐患。</strong></p><p>2022年，阿根廷的贫困人口达到了4250万，贫困率超过37%，大量中产返贫，游街活动频发，整个社会也开始急转向右。</p><p tg-height=\"518\"/></p><p>但是，照他所说，把央行关门、直接用美元，就能环节阿根廷目前的困境？</p><p>一定程度上，确实可以。</p><p>直接使用美元，实际利率将由美联储决定，使得利率更可预测。对阿根廷这样的经济体而言，倒也能免去许多挠头的问题。</p><p>更何况，因为自家货币不靠谱，大部分阿根廷人，早就更乐于使用、存储美元，也喜欢用美元定价和交易。</p><p>如果将这种状况正式化，将使民众免去美元、比索来回兑换的麻烦。</p><p>既然如此，就说明一个问题：<strong>人们压根就不相信央行了。</strong></p><p>现代货币，靠的是国家信用背书。</p><p>一个不被国民信任的央行，不被国民信任货币，有存在的必要吗？</p><p>确实没有了。</p><p tg-width=\"439\" tg-height=\"184\"/></p><p><strong>更骚的是，贝隆还推出前无古人的社会福利政策。</strong></p><p>仅第一任期内，他就盖了50万套房子，送给低收入人群住。</p><p>他还大兴基建，医院、学校、图书馆各种造，努力给国民最好的生活条件。</p><p>当然，工资也必须涨。</p><p>只要俺当总统，包管乡亲们吃香的喝辣的，记得下一届还选咱啊！</p><p><strong>贝隆的这些做法，初衷虽然是好的，主打一个为国民着想。</strong></p><p><strong>但在经济下行期，你这样搞的后果，就是进一步拖垮国家财政。</strong></p><p>贝隆到底是拯救穷人的英雄，还是拖垮国家的罪人，至今在阿根廷都赞否两论。</p><p>比较难顶的是，贝隆的这种政见，对一个选票国家而言，那必然是非常受欢迎。</p><p><strong>后来有志于当总统的，同样拿这一套忽悠选民，为了填平巨额财政赤字，只有不断对外举债、对内超发货币。</strong></p><p><strong>搞得民不聊生后，国民再选个支持自由主义的总统上去。</strong></p><p><strong>新总统为了发展经济只能削减福利开支，立刻又引发民怨。</strong></p><p><strong>贝隆主义马上再度复活，保护主义把自由主义赶下台。</strong></p><p>如此循环往复……</p><p class=\"t-img-caption\"><img src=\"https://static.tigerbbs.com/8d4a9be817e072fff0e756325a491981\" title=\"\" tg-width=\"839\" tg-height=\"509\"/></p><p>近半个多世纪，阿根廷政府更迭多达29次，甚至还出现过一个月连换5任总统的夸张剧情。</p><p>如此动荡中，甭管什么政策，都无法有长期连贯的发展空间。</p><p>阿根廷就这样不断在贝隆主义和自由主义间横跳，经济偶尔回光返照，但衰退的趋势却没啥变化。</p><p>唯一变化的，只有越来越多的债务。</p><p><strong>02、让阿根廷再次伟大</strong></p><p>提起阿根廷，球迷想到的是梅西。</p><p>经济学家想到的是通货膨胀。</p><p>政府支出长期超过收入，外债无限增加、货币无限超发，阿根廷的通胀直接爆炸，汇率一贬再贬。</p><p>最严重的是1982年，在输掉与英国的马岛战争后，通胀率甚至一度高达20000%，钱还不如纸值钱。</p><p>1969-1991年，阿根廷换了好几次货币，面值删去了13个0。</p><p>换上新货币后，好不容易稍微稳了下，通胀一度降到0，形势一片大好。</p><p>没想到自由派政府又放开了外汇管制，比索直接挂钩美元。</p><p>这不是找死吗……</p><p tg-height=\"527\"/></p><p>阿根廷比索</p><p>90年代，美元一升一降，华尔街收割了整个拉丁美洲，阿根廷也跟着送了。</p><p>1993年，美国与西欧资本控制的企业达到全国企业总资本的34%。</p><p>2000年，这一比例升至80%，阿根廷丧失所有的大型民族企业，绝大多数国企员工下岗。</p><p>难受的是，阿根廷出售国有企业获得了300亿元的收入，政府外债却猛增了1200多亿美元。</p><p>官僚阶层依附于国外金融与工业寡头，贪污横行，腐败泛滥，社会财富丧失殆尽。</p><p class=\"t-img-caption\"><img src=\"https://static.tigerbbs.com/f87e9a11f43e77e30aa44fa31f6d32f2\" title=\"\" tg-width=\"862\" tg-height=\"514\"/></p><p>2001年，阿根廷最大的10家银行中，8家被花旗银行、纽约银行、波士顿银行等<a href=\"https://laohu8.com/S/BAC\">美国银行</a>控股。</p><p>国家立刻陷入债务违约，欠下投资者950亿美元债务。</p><p>2002年，社会贫困人口比重上升至57%，有数百名儿童饿死。</p><p>2009年4月，阿根廷中央银行董事接受中国记者访问，无奈地哀叹道：<strong>中国能从阿根廷学到的，就是不要学阿根廷。</strong></p><p>现实的社会问题，逼迫政府职能继续曾经的操作。</p><p>1990-2022年，阿根廷M2总额从8.66亿比索增长至134万亿。</p><p>同时，2015年至今，阿根廷一直在大幅度加息，试图用掩耳盗铃的手法麻痹自己。</p><p>但无法改变事实。</p><p>截至2022年底，<strong>阿根廷的外债总额已高达2700亿美元，占比GDP超过50%，而外汇储备仅有350亿美元。</strong></p><p>通胀再次失控，来到142.7%。</p><p class=\"t-img-caption\"><img src=\"https://static.tigerbbs.com/8af998cebe3076cd09fb87bd86bc3551\" title=\"\" tg-width=\"865\" tg-height=\"505\"/></p><p class=\"t-img-caption\"><img tg-height=\"504\"/></p><p>正如米莱所说的，<strong>通货膨胀税给民众带来极大的痛苦，给市场造成极大的困扰。</strong></p><p>最主要的，就是导致贫富差距越来越大。</p><p>不同人群的财富和收入受到通货膨胀的影响程度不同。购买力相对较低的固定收入人群会受到更大的影响，而拥有实物资产的人则可能从通货膨胀中受益。</p><p>根据阿根廷国家统计数据，<strong>社会的基本月薪为4.55万比索，约合2300元人民币。而一个四口之家每月的口粮就要花掉11万比索，差不多是基本月薪的两倍多。</strong></p><p><strong>阿根廷的高通胀已经不是什么购买力下降、货币贬值的经济问题，而是底层人民迎战饥饿的巨大安全隐患。</strong></p><p>2022年，阿根廷的贫困人口达到了4250万，贫困率超过37%，大量中产返贫，游街活动频发，整个社会也开始急转向右。</p><p class=\"t-img-caption\"><img src=\"https://static.tigerbbs.com/10a2a4fb9ba645b1cccb2dcce9305afd\" title=\"\" tg-width=\"832\" tg-height=\"518\"/></p><p>但是，照他所说，把央行关门、直接用美元，就能环节阿根廷目前的困境？</p><p>一定程度上，确实可以。</p><p>直接使用美元，实际利率将由美联储决定，使得利率更可预测。对阿根廷这样的经济体而言，倒也能免去许多挠头的问题。</p><p>更何况，因为自家货币不靠谱，大部分阿根廷人，早就更乐于使用、存储美元，也喜欢用美元定价和交易。</p><p>如果将这种状况正式化，将使民众免去美元、比索来回兑换的麻烦。</p><p>既然如此，就说明一个问题：<strong>人们压根就不相信央行了。</strong></p><p>现代货币，靠的是国家信用背书。</p><p>一个不被国民信任的央行，不被国民信任货币，有存在的必要吗？</p><p>确实没有了。</p><p class=\"t-img-caption\"><img src=\"https://static.tigerbbs.com/8c42ba4b898550dd0fbc69b55bc01253\" title=\"\" tg-width=\"868\" tg-height=\"516\"/></p><p>既然如此，至少对阿根廷而言，直接使用美元是目前最好的选择。</p><p>虽然等于把命根子交了出去，但已经被收割了那么多次，还有什么可怕的呢？</p><p>再差，还会比现在更差？</p><p>至少，美元作为世界上交易量最大的货币，其汇率不会受阿根廷这个相对小的经济体所影响，这意味着货币价值将不会大幅波动，上下翻飞。</p><p>对渴望稳定的阿根廷人而言，稳定，是最大的财富。</p><p><strong>03、尾声</strong></p><p>有个老笑话十分讽刺：</p><p>上帝创造地球以后，他发现阿根廷已经得到了所有的财富：辽阔的草原、丰富的石油、雄伟的山脉、迷人的丘陵湖泊、肥沃的河谷和多样的气候。于是，为了平衡，他在这个地方放上了阿根廷人。然后，阿根廷就凉了。</p><p>遍观历届政府，似乎都没给阿根廷带来卓越的政绩，阿根廷人也对政府失望透顶。</p><p>于是，这一次，他们干脆选了个无政府主义者当总统。</p><p><strong>很多人认为，他很可能将是阿根廷最后一任总统！</strong></p><p>为什么？因为按米莱的施政方针，整个阿根廷就是人类历史上第一次无政府主义的试验场，将打造一个真正弱肉强食的黑暗丛林：</p><blockquote><p><strong><em>支持人体器官交易——穷人将被更深重压迫；</em></strong></p><p><strong><em>放开枪支管制——武器泛滥、暴力横行；</em></strong></p><p><strong><em>撤销监管部门——上位者将肆无忌惮；</em></strong></p><p><strong><em>出售所有国企——国家被私人垄断收割，穷人将再无活路；</em></strong></p><p><strong><em>取消青少年性教育课、撤销教育部——蓄意让后代变得愚昧，成为野兽。</em></strong></p></blockquote><p>顺带一提，这老哥还是虚拟货币的拥护者。</p><p>以虚拟货币去中心化的理念，这种事完全有可能。</p><p>地狱之门已经打开。</p><p>明天会更好，还是会更坏。</p><p>没有人知道。</p></body></html>","source":"gelonghui_highlight","collect":0,"html":"<!DOCTYPE
